Facts about online learning in Minnesota

In 2003, the Minnesota legislature approved the Online Learning Options Act.  This statute allows certified programs of public school districts, charter schools or consortiums of schools to offer online learning to resident and nonresident school district students. The Minnesota Department of Education (MDE) is charged with certifying online learning public school programs and overseeing the administration of the statute to ensure access to online learning for K-12 students. Additionally the MDE provides guidance to schools developing online learning programs and students and families seeking this learner choice option. Minnesota Online Learning (OLL) Programs

Currently Certified Schools/Programs

21 certified public school programs provide online learning opportunities for K-12 students in Minnesota (7 charter school programs, 5 consortiums or intermediate districts and 8 school district programs).

Types of Services Provided

  • General education/core courses
  • Advanced courses
  • Credit recovery
  • Elective courses

Definition

  • Public schools that offer K-12 courses through the Internet or web-based delivery from a teacher to a student;
  • An interactive course or program that is combined with other traditional delivery methods that include frequent student assessment and may include actual teacher contact time;
  • OLL classes must meet or exceed state academic standards;
  • Student is not required to be present in a classroom for all or part of the course.

Counting Average Daily Membership (ADM) for Online Students

  • ADM can be claimed for students who are enrolled in a public school program/school that is certified to deliver OLL. Students enrolling in OLL within their enrolling district will be reported through the MARSS system.
  • Students taking courses supplementary to enrollment in their local school apply at least 10 days prior to starting an OLL class.
  • Students enrolling in online learning on a part time basis must complete the course for the online learning program to receive ADM.
  • Students may not exceed 50% of OLL enrollment that is supplementary to their local school enrollment per term. Students may not generate more than 1.0 ADM per year with a combination of local and online classes.

How to Certify an Online Learning Program

Certification Process – Letter of Intent to Apply (6 months prior to start), application due 3 months before program enrollment.

  • Prior to certification new programs should attend a certification workshop and request a site visit by a representative of the department of education.
  • Certification Application - Type of provider, the type of K-12 services offered, grade levels served, enrollment estimates and provider contact information.  It will also be necessary to document information for each of the required online program components noted in Minnesota Statute 124D.095 Subd. 10 and listed below.
  • Annual Report - Specific program information will be collected at the end of the school year to include enrollment data and program summary information.

Online Program Requirements

Certification requires documentation of criteria and demonstrates a plan to address:

  • Curriculum (source and list of classes) and alignment to state academic standards.
  • Instructional contact, interactivity, communication and assessment of student learning.
  • Student engagement in classes (attendance).
  • Enrollment policy and procedures and student recordkeeping.
  • Statements of assurances and governing board.
  • Updated web site.
