The license information below is specific to the state of Minnesota.
Description
License Requirements:
Teachers and School Administrators: The certifying officer of the college/university through which the state-approved program was completed must sign and date the application form identifying the licensure field(s) and student level(s) that align to each completed program for which application is made. The certifying officer must also verify completion of required tests (Praxis I & II). All colleges and universities must be listed on the application form and original transcripts must be attached in sealed envelopes from each institution.
Related Services Personnel: Related Services Personnel include School Counselors, School Nurses, School Psychologists, School Social Workers, and Speech/Language Pathologists. Licensure in these fields does not require compliance with the Minnesota human relations, basic skills (Praxis I), or content/pedagogy (Praxis II) requirements. In addition, applications for School Counselor (if the program completed is accredited by the Council for the Accreditation of Counseling and Related Educational Programs [CACREP]), School Nurse, School Psychologist, School Social Worker and Speech/Language Pathologists do not require a recommending signature. List the college/university through which the program was completed and attach in a college/university sealed envelope an original transcript.
An applicant seeking School Counselor licensure through a non-CACREP accredited program must be recommended for licensure by the certifying officer of the college/university through which the program was completed. See Teachers and School Administrators Section above for more information.
Fingerprinting Requirements and Fee Effective January 1, 1996, Minnesota State Law requires that all candidates applying for initial licensure be finger printed for national criminal background checks. The background check requires that one fingerprint card be submitted with the initial licensure application. A state background check will also be conducted. The processing fee for the FBI fingerprint based criminal history background is $31. Personal checks are not accepted. A money order or cashier's check (valid for six months or more) made payable to the "Bureau of Criminal Apprehension" must accompany the fingerprint card.
Fingerprinting must be completed on the card supplied by the MN Dept. of Education. To request a fingerprint card contact mde.educator-licensing@state.mn.us. Any license that is issued may be revoked based on the results of the background check.

License Fees:

Fees are non-refundable processing fees and will not be returned to applicants not qualifying for licensure.
License Processing Fee:
A separate personal check, money order or cashier's check for $57 must accompany your licensure application. This fee is payable to the "Commissioner of Education".

Other Information:
Effective September 1, 2003 applications for first-time secondary vocational licensure under repealed rules 8750.0200 - .1700 can no longer be accepted. As of this date, individuals who qualified for licensure under the repealed rules may renew and continue to provide the same services and/or instruction as in the past with the same valid license. License Information for Teachers & School Administrators Prepared Outside Minnesota: Minnesota licenses are based on the recommendation of the institution where the teacher education program was completed. Programs completed in another state must have been completed at a regionally accredited college or university and must be essentially equivalent in content to programs offered by Minnesota teacher preparation institutions.
Minnesota has three additional state requirements for teachers:
1) the Minnesota Human Relations program
2) Praxis I
3) Praxis II
Teachers who have not completed the above, but otherwise meet all other licensure requirements, may be granted a one-year* nonrenewable license. All of the above requirements MUST be met to qualify for a five-year professional license.
